Mandatory Building Inspection Scheme (MBIS): What to Do After a Notice

What happens when a Hong Kong building over 30 years old is served an MBIS notice — the inspection scope, the appointment of a Registered Inspector, and how Opulence supports owners through the process.

Many buildings in Hong Kong are aging, and issues such as façade deterioration, concrete spalling, cracks, water seepage, and exposed reinforcement may arise. If not addressed in a timely manner, these issues may pose safety risks to occupants, users, and the public. The Mandatory Building Inspection Scheme (MBIS) was introduced to enhance building safety and promote regular inspection and maintenance.

When does MBIS apply?

According to the Buildings Department, private buildings aged 30 years or above — except domestic buildings not exceeding three storeys — are required, upon receiving a statutory notice, to appoint a Registered Inspector to carry out the prescribed inspection and supervise any necessary repair works.

The inspection scope includes:

  • Common areas
  • External walls
  • Projections
  • Signboards

How Opulence Supports MBIS Compliance

We provide one-stop building inspection services for owners, Owners' Corporations, property management companies, and institutional clients, supporting a structured process from preliminary assessment and inspection to reporting and repair follow-up.

Our Service Scope Includes

  • Façade and common area inspection — to identify safety-related defects.
  • Drone-based imaging inspection — for high-level and hard-to-reach areas, reducing reliance on scaffolding and manual work at height.
  • Infrared thermal imaging inspection — to help identify seepage, voids, temperature anomalies, and other potential issues.
  • Professional inspection reports — with clear visual records, defect location marking, classification, and analysis.
  • Repair recommendations and works prioritisation — based on defect severity and risk assessment.
