AP Services

Opulence's in-house Authorised Person (AP) team has solid experience in statutory submissions to government departments such as the Buildings Department (BD) and Housing Department (HD), for many kinds of buildings and associated works.

Our Authorised Person(s) act as statutory co-ordinator: preparing and lodging statutory submissions, carrying out mandatory supervision, liaising with the Building Authority and relevant departments, and ensuring compliance with the Buildings Ordinance and allied regulations.

Condition Survey & Building Safety Inspection

Opulence's professional inspection teams conduct detailed condition surveys to assess property condition and prepare survey reports — giving owners a realistic assessment of the current condition of the property and highlighting defective areas that require immediate attention.

We take responsibility for planning, programming, coordinating, organising and arranging access for the survey and required tests. The report records any non-compliance items, irregularities and defects found — with photos and defect mapping, probable causes of damage, and recommended remedial solutions, materials and repair methods.

Opulence is also experienced in Building Safety Inspection (BSI) for buildings and structures such as hospitals, police and fire stations and banks — identifying existing high-risk and typical defects to building elements and recommending urgent remedial measures to remove or mitigate potential risk to occupants and the public.

The Condition Survey generally covers:

MBIS & MWIS

Opulence offers Registered Inspector (RI) services for the Mandatory Building Inspection Scheme (MBIS): handling pre-notification letters and statutory notices issued by the Buildings Department, carrying out the prescribed inspection, liaising with BD officers on prescribed repair, and discharging the MBIS notice on completion.

Our RI personally carries out prescribed inspection, prepares and endorses the MBIS inspection report. We can also supervise the prescribed repair to ensure material quality, workmanship and safety, and submit the completion report to BD to discharge the notice.

On the Mandatory Window Inspection Scheme (MWIS), our Qualified Person (QP) handles BD pre-notification and notices, carries out the prescribed window inspection, liaises with BD officers on repair, and discharges the MWIS notice on completion.

Our RI / QP personally inspects, prepares and endorses the window inspection report, supervises window repair works, and notifies BD on completion so the MWIS notice can be discharged.

Licence Application Advisory

Opulence deploys Authorised Persons (AP) and Registered Structural Engineers (RSE) on licence applications: certifying the proposed premises are fit for licence, certifying compliance with health and building safety requirements, making formal submissions when minor works or A&A are involved, and ultimately securing the provisional or full licence for the client.

Fire Safety Improvement Works

Opulence deploys building professionals, specialists and Authorised Persons to carry out fire safety improvement works and to prepare statutory submissions for the associated building works and fire-safety construction measures — to the Buildings Department (BD) and Fire Services Department (FSD) respectively. Site supervision is provided on request, and the Fire Safety Direction / Fire Safety Improvement Direction is ultimately discharged.

Consultancy is provided under the following ordinances:

Infrared Thermography for Building Surveys

Opulence provides infrared thermographic surveys that identify defects in building envelopes such as delamination and debonding of external wall rendering and finishes. It is a non-destructive test that can be carried out on site rapidly, without scaffolding.

Our in-house qualified operators hold valid Level 1 and Level 2 thermography certificates for carrying out and endorsing the survey report. For high-rise buildings, small unmanned aircraft equipped with a radiometric infrared camera make the survey feasible from the air.

Where the survey reveals hot-temperature regions, defects can be detected and analysed. Our qualified inspectors apply the best available techniques to give clients a clear picture of the envelope condition.

Building Survey by Small Unmanned Aircraft (SUA)

Opulence holds the Small Unmanned Aircraft Advanced Operation Permission from the Civil Aviation Department (CAD), covering most SUA operations in Hong Kong except Restricted Flying Zones (RFZ), under the Small Unmanned Aircraft Order (Cap. 448G).

All SUA operations are carried out by experienced registered remote pilots holding the Advanced Rating, supported by Visual Observers and ground crew, using our own registered and labelled SUAs.

We prepare all supporting documents for SUA operations — including the operations manual, flight plan and risk assessment — and conduct building surveys by SUA for inaccessible locations such as concealed roofs, canopies, fins, pitched roofs and metal roofs of spectator stands.

On completion, an aerial survey report — covering aerial videos and images, defect summary and rectification recommendations — is prepared by our experienced inspectors and endorsed by a Building Professional.

BHU Ordinance (Cap. 658)

BHU Professional Consultancy Services

According to the Basic Housing Units (BHU) Ordinance and relevant requirements, owners who intend to lawfully let residential subdivided units are required to appoint a Specified Professional to assess whether the subdivided units comply with the Minimum Standards for BHU, and to prepare a Certification Report. Opulence provides professional consultancy services in the capacity of a Specified Professional — Registered Professional Surveyor (Building Surveying Division), with a thorough understanding of the relevant Ordinance and BHU statutory requirements.

Scope of Services

Site Inspection

  • Site inspection conducted by a Specified Professional
  • Inspection of relevant areas and items in accordance with government requirements

Certification Report

  • Preparation and issuance of the Certification Report within 14 calendar days after completion of the site inspection, as required under the Ordinance
  • Certification that the subdivided unit complies with the Minimum Standards for BHU

Professional Advice (if Minimum Standards are not met)

  • Where a subdivided unit is found not to fully comply with the Minimum Standards for BHU during inspection, we provide professional advice on improvement and alteration works based on the actual circumstances, to assist owners in understanding feasible rectification options
