ESG Certification Is How Hong Kong SMEs Break the Tender Price War

Government departments and large institutions began scoring ESG in tender evaluation around 2022. Two Hong Kong SMEs — a cleaning contractor and Opulence Management — on what changed.

In everyday life, cleaning services and building surveying look like two entirely separate fields. In practice, both are bound up with how the public lives and how communities are built. And under the broader push toward sustainability and decarbonisation, these two industries — each inseparable from daily life — are quietly driving a change in how they operate.

For many SME owners, environmental, social and governance (ESG) can feel out of reach. But the practical experience of a local cleaning services company and a building surveying consultancy tells the same story from two directions: institutionalising environmental and social responsibility is not a burden. It has become the key to winning the trust of large corporates, and to breaking the rule that tenders are won on the lowest price.

ESG performance as competitive advantage — breaking the low-price tender spiral

Every industry in Hong Kong faces intensifying market competition, and many SMEs are responding by moving with the trend and building up their competitiveness. Since 2024, Dah Sing Bank has worked with the Hong Kong General Chamber of Small and Medium Business to promote the SME ESG Charter, helping companies fold ESG into their operating strategy and turn it into a driver of business growth.

Chan Ka-wai, Safety and Sustainability Manager at Lesis Cleaning Services, points out that "around 2022, many government departments and large institutional clients began listing ESG performance as an evaluation item when tendering." Management recognised the trend, arranged for managers to take sustainability courses, and joined the SME ESG Charter in 2024.

Wong Man-kuen, Manager at building surveying consultancy Opulence Management, notes that foreign companies coming to Hong Kong to find partners give priority to companies that have implemented ESG. Government tenders, likewise, are understood to place considerable weight on ESG elements when assessing technical proposals.

For SMEs with limited resources and headcount, though, the biggest pain point in implementing ESG is usually internal data management. Lau Yuen-ting, Sales and Marketing Officer at Lesis Cleaning Services, is candid: "the first year we filled in the SME ESG Charter assessment questionnaire, we found a lot of our operational data was quite scattered." That is the picture for most SMEs building an ESG framework for the first time.

Fortunately, through participating in the SME ESG Charter, companies complete the consolidation and standardisation of their data step by step, under the guidance of a professional assessment body. As Chan Ka-wai puts it: "the biggest gain was getting a professional third-party review report, with professionals helping us pull together the company's ESG performance."

Technology-led: aligning with listed company standards

Beyond solving the data management problem, the other key to winning work is how the "social responsibility" and "environmental protection" strands of ESG get built into day-to-day professional practice. Opulence Management is a building surveying consultancy, primarily providing project feasibility reports, project management, and statutory building inspection services. Manager Wong Man-kuen notes that "the company was the first local firm to introduce drone building inspection."

He is direct about the framework: "the SME ESG Charter's assessment framework references Appendix C2 of the Rules Governing the Listing of Securities on The Stock Exchange of Hong Kong." But Wong stresses that this strict alignment is exactly what lets an SME into a large corporate's supply chain. Because listed companies and multinationals have to file comprehensive ESG reports every year, SMEs holding third-party certification are the ones given priority when partners or subcontractors are screened.

Drone inspection also removes the need for scaffolding on many jobs, which has substantially improved frontline occupational safety and health. What the cleaning services and building surveying cases both show is that ESG certification is no longer a statement of principle. It is evidence tied directly to how an SME operates and where its business comes from. Government and large enterprises awarding contracts today weigh price against technical score — and sustainability and sound corporate governance are an indispensable part of that technical score.

By building a systematic ESG operating structure, SMEs not only strengthen their own governance efficiency and improve staff welfare; they turn a passive position into an active one, converting the green transition into a means of opening new clients and moving into overseas markets. As the SME ESG Charter 2026 continues to be promoted and further strengthens its role as a practical ESG platform for SMEs, more local SMEs are expected to use its online self-assessment tools and related support to set out a clear, workable action path and raise their ESG performance step by step. That helps SMEs across the threshold, builds a more resilient and sustainable competitive advantage in the market, and contributes to a more sustainable economic transition for Hong Kong.
